* Register Custom Motorcycle in DC
This is an arduous task that is going to be difficult and frustrating. Keep in mind that you need to be patient and do not start an argument. Arguments lead to increase stubbornness on the part the DMV employees, which slows the process down. They are always right even though they don't know what they are right about.

Go to DMV on 301 C Street, NW Washington, DC 20001
This is the main office for the DMV. You will need to purchase 45-day temporary tags at DMV. There is a separate office for this. You do not need to stand in the general population area.
After you receive you temporary tag you can take the bike to the inspection station. 1001 Half Street, SW Washington, DC 20024. This is going to be difficult. What you need from them is the paper stating that the vehicle was inspected. They will not give you the sticker.
Due to the complete lack of process for registering vehicles you may skip this step and move on to the next. With the misinformation when I went through I may have done too much. They office that is in charge of verifying your not attempting to get a new VIN number will inspect the bike. After this the inspection station may or may not inspect the bike again.
- Submitting Anti Theft Inspection and Title Application
Contact Jeanette Pinnix at 202-724-2034. She is located in an administrative office at 301 C Street. She can provide you the paperwork for the Theft Inspection and Title Application. This paperwork is submitted to the DC police Auto Squad. Paperwork should be completed within 3 weeks
- Auto Theft Squad Inspection
The paperwork for the Anti Theft Inspection and Title Application is sent to a Mr. Asbury at 202-724-2211. Mr. Asbury will process you paperwork and preform a visual inspection of the vehicle. Once this is completed he will process the paperwork and send it back to Miss Pinnix.
Mr. Asbury will submit the paperwork for the motorcycle back to Miss Pinnix. You will have to collect the paperwork from her before you move on.
- Assignment of DC VIN Number Plate
After collecting paperwork from Miss Pinnix, you will be required to go back to the inspection station so they can rivet a VIN plate to your vehicle. It is advised that you select a location for the VIN plate. They drilled an extra hole that was unnecessary.
The final phase was a 4-hour endeavor to get a title and tags. As usual, no one knew what was happening or the proper process. The major problem is that DC DMV issues an 8 Digit VIN number. The national standard is a 17-digit number. Everyone’s system including DC is based on a 17-digit number. I have no idea as to why DC doesn’t issue a 17-digit number. I hate the DC DMV
If I were to do it again I would.
1. Contact Jeanette Pinnix at 202-724-2034 and Fill out the Form
2. Contact Mr. Asbury at 202-724-2211 after the paperwork has been completed
3. Go to the inspection with Mr. Asbury
4. Pick Up paperwork from Jeanette Pinnix after Mr. Asbury's inspection
5. Wait a couple of days and go to the Inspection station to get your VIN plate and get a proper inspection
6. Get your Title and Tag
Go to another state or a titling company in another state.
